ASEAN Policies of Japan and China: Competition and Convergence

이 글은 일본과 중국 정부가 아세안과의 대화관계 수립 이후 설계한 대아세안 협력의 성격과 내용을 비교 검토하고, 양국 간 역내 주도권 경쟁이 대아세안 협력 방향에 어떤 영향을 주었는지 살펴보고자 한다. 양국의 대아세안 구애 경쟁은 이미 여러 언론과 정책결정자들이 주목하기 시작한 현상이지만, 역내 주도권이라는 유사한 목표와 상호 견제 시도가 어떻게 대아세안 협력 과정에 반영되고 있는지를 종합적으로 검토하려는 시도는 아직까지 많지 않았다. 이 글은 양국 정부가 상호 견제하며 유사한 방식으로 대아세안 협력 내용 및 방향을 설정해나가는 데 주목하면서, 기존 문헌의 부족한 부분을 보충하고자 한다. 구체적으로는 협력 내용, 방식, 비전이라는 세 가지 측면에서 그 특징을 살펴본다. 첫째, 일본과 중국 정부가 우선시하는 대아세안 협력 사업 내용 및 지역이 중복되는 모습을 보이고 있으나, 상호 조율 등을 통해 서로 보완하고자 하는 시도는 보이지 않고 있다. 두 번째, 양국은 협력의 내용에서뿐만 아니라 협력의 제도화 방식에 있어서도 서로의 동향을 의식하며 유사 발전해가는 모습을 보이고 있다. 세 번째, 양국 정부는 자국이 주도하는 더 넓은 개념의 지역 외교 구상에 유리한 방식으로 아세안 정책을 편입시키는 방안을 점차 구체화하고 있다는 점에서도 유사한 행태를 보이고 있다.

This paper examines patterns of Japan-ASEAN and China-ASEAN cooperation in a comparative perspective and assesses how geopolitical competition between the two governments for intra-regional leadership has influenced cooperation. While there is increasing attention to the two governments’ attempts to court Southeast Asian countries with development funds and cooperation initiatives, there have been few scholarly attempts to do a comprehensive comparison of those diplomatic initiatives and how they mutually affect each other in terms of designing and developing cooperation activities. This paper attempts to do this. Specifically, it assesses the content, modality and vision of each country’s cooperative initiatives with ASEAN. It concludes that there is overlap in the contents of cooperation but few attempts to coordinate between the two. Second, modalities of cooperation with ASEAN have developed in similar patterns: one government s decisions to design modalities tend to affect those of the other. Third, similar patterns are evident in the two countries’ ways of incorporating ASEAN policies into broader visions for Asian regionalism. In all three aspects, competition appears to drive converging patterns of each government s cooperation with ASEAN.
