Germany’s Military Integration during the Reunification Process: Research Trends and Implications

본 논문은 독일 군사통합 연구와 관련한 자료접근 방법, 기존연구 동향, 그리고 한국통일에 대한 시사점을 제시하는데 목적을 둔다. 그간 독일 군사통합 사례연구가 정책적인 차원에서는 활발하게 이루어져 왔으면서도 본격적인 의미의 학술적 논의로는 확장되지 못하는 한계를 노정하고 있다. 이러한 배경에서 본 논문은 독일 군사통합과 관련된 기존연구를 집대성하는데 비중을 두면서도 그간 국내에 잘 소개되지 않았던 독일학계의 연구 성과를 비판적으로 고찰하여 남북한 군사통합에 주는 함의를 제시하는 데에도 주안점이 있다. 특히, 논문에서는 국내에 잘 소개되지 않았던 독일 공공기록물 수집의 한계점과 발전방향을 제시하고, 2000년 중반 이후 독일 학계에서 이루어진 동서독군 합병과정에 관한 연구동향을 소개하는데 중점을 두었다.

This study reviews major literature assessing military integration of West and East Germany during the reunification process (focused on the period 1989-1990) and distills implications/lessons for the Korean Peninsula. This study is important because it proposes ways to identify and collect raw- and first-hand research material/sources regarding German military affairs during reunification. This demands a thorough analysis of the German archival system (‘Bundesarchiv’) to obtain key documents. This study also reviews major publications from the Korean, German and US intellectual community from the early 2000s. This study suggests implications for the future Korean security environment. This article provides two lessons at the macro level from a comparative case study of Germany and Korea: first, it is necessary for South Korea to prepare for North Korean regime collapse; second the lessons of German military integration during reunification should not be applied to the Korean.
