정책흐름모형을 활용한 정보통신 분야 정부조직변동 분석

A Study on Organizational Change of Central Government in ICT Sector Using Multiple Stream Framework

본 연구는 우선 신제도주의 이론에 입각하여 정보통신 분야 정부조직변동이 어떠한 역사적 과정을 거쳐 진행되어 왔는지 그리고 여기에 작용한 핵심적인 정책아이디어는 무엇이었는지에 대해 살펴 보았다. 나아가 정책의 유형 중구성정책(constitutional policy)의 일종인 정부조직개편은 대표적인 정책변동이론인 정책흐름모형을 통해 분석될 수 있기 때문에 본 연구에서는 이 정책흐름모형을 활용하여 정보통신 분야 정부조직의 변화에 대해 실증적으로 분석하였다. 정책흐름모형을 통해 정부조직개편을 분석한 결과에 따르면 정부조직개편의 방향은 기본적으로 정책문제흐름의 성격에 의해 영향을 받으며 조직개편의 여부나 그 시기는 정치흐름에 좌우된다고 볼 수 있다. 전체적으로 보면 기존의 정책문제흐름이 지속되거나 새로운 정책문제흐름이 등장하고 이에 대한정책대안의 흐름이 나타나 대안들간 경쟁이 치열해 지며, 이러한 정책문제의흐름과 정책대안의 흐름 속에서 정권교체라는 정치흐름이 강력히 작용하여정책의 창이 열렸고 이 상황에서 정책선도자들이 주도하여 정보통신부가 신설되거나 폐지되게 되었다.

Based on new institutionalism, this research analyzes the historical process of the organization change of central government in ICT sector and core policy ideas in it. Furthermore, since governmental reorganization, which is a sort of the consitutional policy, can be analyzed through the major policy change theory like the MSF, this research has used the MSF to conduct an in-depth analysis of organizational change in ICT sector. According to the results of analyzing the organizational change in the government through the policy stream model, the course of organizational change in the government is influenced generally on the nature of the policy problems stream. Therefore, a political leader or party who seeks to seize power in the future should first, continually ponder, research, and prepare a policy idea or an alternative on which social issues must be solved and also think about what is the desirable social state. Furthermore, as the result of these research and plan, even if there is a need for organizational change of the government, there is a need to carefully handle it by looking back at the previous organizational change of the government where it did not have large positive effects and instead produced large costs and conflicts.
