The Needs and Policies for Transition from Preliminary Social Enterprise to Certified Social Enterprise

This study identifies the needs for transition from preliminary social enterprises to certified social enterprise and suggests policies for sustainable growth of social enterprises. The results of this study are as follows. First, preliminary sodal enterprises are very positive about the certification for the transition to social enterprises. Second, the obstacle factors of the certification of social enterprises are the lack of fund for operation and facilities. Therefore, funding for facilities and equipments is necessary for the market competitiveness of social enterprises. Third, supports for social enterprise are support management 1:1，miniatures of management consulting, public institutions purchase, and pre-training for management support. In this respect, the central government and the local governments must support social enterprises.
