Enhancement of the Disaster Impact Assessment Management to Support Sustainable Development

Sustainable development has been highlighted for adapting climate change and reducing disaster risk in which development of new growth industry, enhancement of vulnerable national, local and community and resilience building can support sustainable development. The assessment of disaster impact due to development and human activity is essential for the sustainable development. This research aim at development of management register for effective management of Disaster Impact Assessment, which is a sustainable development strategy to assess development risk at the planning stage, based on current problems defined from field research. 12 development sites in three municipal cities of Korea such as Gyeonggi-do, Ulsan City and Jeju City were selected for the field research. Main problems on the Disaster Impact Assessment were regarding on the Disaster Impact Assessment system, the practice guideline for the management register and the education for the development manager. This research developed new management register and practice guideline to support development managers and administrators who they have too many the Disaster Impact Assessments to check and control the development process effectively. Also the compulsory education program similar as safety supervisor education program is suggested for development managers who they did not understand why the Disaster Impact Assessment is important for sustainable development. New management register, practice guideline and education program may help administrator and development manager to effective control the development process and to strengthen management capacity for achieving sustainable development.
