The Risk of Transboundary Environmental Damage as a Result of the Cascade Effects of Seismic Factors to Oil Pipelines “Sakhalin-2”*

The aim of the article is to determine the factors generation of cross-border environmental damage as a result of the cascade effects of seismic factors on pipelines of Production Sharing Agreement project “Sakhalin-2.” Arguments about the real vulnerability of the pipeline in a seismically active zone with powerful mudflow sediments and high levels of precipitation were presented by scientists. Russian legislation defined the legal preconditions of the project operator’s presumption of limited liability and the full responsibility of the Government to neighboring countries upon the occurrence of catastrophic events. It also presented a new format of partnership between the Government, the project operator and scientific (international) organizations on development systems for monitoring and preventive measures for natural objects that can cause damage to the pipeline and pollution.
