극동러시아 대변혁기의 한·러 협력 현안 고찰: 정상회담(2013.11)을 계기로 *

Revisiting Korea-Russia Cooperation Agenda in An Era of Great Transformation of Russian Far Eastern Region: Taking opportunity of Park-Putin Summit

동아시아 지역이 지구적 힘의 중심으로 등장하고 있다. 새로운 변화의 물결에 편승하고 이를 기회로 삼고자 모스크바는 국가발전전략의 핵심으로 극동지역 개발을 추진하고 있다. 오랫동안‘아시아의 변방’으로 남아 있던 극동러시아는 사상 초유의‘대변혁의 시기(An Era of Great Transformation)’를 맞고 있다. 이 시기에 이루어지는 한·러 정상회담은 양자 협력과 양국 관계 전반을 한 단계 더 높은 차원으로 성숙시킬 수 있는 좋은 기회이다. 한국이 투입할 수 있는 제한된 경제 역량을 고려하면, 선택과 집중의 방도를 취할 수밖에 없다. 가스관 부설 사업은 가장 긴요한 한·러 합작 프로젝트이며 이것은 성과의 조기 순환효과를 가져 온다. 투자재원을 어느 정도 자체적으로 생성하면서 투자를 지속하는 것이 극동러시아 개발의‘지속가능한 방식’이다. 러시아는 가스관을 통해 한국에 천연가스를 공급하고 그 대금으로 극동지역 개발에 참여한 한국 기업들에게 지불하는 선순환이 지속적으로 이루어지는 구조이다.

East Asia is rising as a global center of power. Moscow is undertaking development program of Far Eastern region as a key component of national development strategy to bandwagon and take advantage of the new wave of change. Russian Far Eastern region is inducing“ An Era of Great Transformation.”Korea-Russia summit in this moment could become a good chance to mature bilateral cooperation and relations in general. Considering limited economic resources, Korea has no way but to choose“ the strategy of choice and concentration.”A construction project of natural gas pipeline is the most important KoreanRussian joint business which would bring about earlier circulation effect of outcomes. Continuing investment, while creating to some extent investment capital for itself, is a sustainable way of development of Russian Far Eastern region. This is a scheme in which virtuous cycle is operating in a way Russia provides Korea with natural gas produced in Russian Far Eastern region and pays this money to Korean companies participating in development projects of this region.
