When consumers are uncertain about the quality of a good, government programmes and poli-cies can serve as signals to them. This paper analyzes the relationship between government label-ing policy and consumers’ beliefs about genetically modified food. Survey data are used to esti-mate an structural econometric model where beliefs about the safety of genetically modified food, beliefs about government labeling policy, and willingness to consume genetically modified food are endogenously determined. Results show that consumers who believe the government has a label-ing policy for genetically modified food are more likely to believe genetically modified food is safe.
