How to Deal with the Export Control Systems on Strategic Items For Doing Successful Business in Gaeseong Industrial Complex

Inter-Korean economic cooperation plays an important role to improve the strained relations of North and South Korea. The successful economic cooperation is supposed to establish an inter-Korean economic community, and form effective infrastructures of the integration and peaceful unification of the Korean Peninsula. Gaeseong Industrial Complex project takes a role of the corner stone in dealing with the economic cooperation of North and South Korea. The success of this project will play a crucial role of the trial which examines special relationship of internal trade for the divided countries, and achieve formation of peaceful regime which is the most important purpose. Gaeseong Industrial Complex, the symbolic project of the inter-Korean economic cooperation agenda, has large possibilities to become a center of distribution and logistics industry which connects North and South Korea. By means of the connection of Seoul-Shineuju Railway, the possibility becomes much higher. If the trade volumes increase and become productful, Korea peninsula will be the center of the Pacific-Eurasia. If the export control of strategic items would not perform in a proper manner, it is difficult to have a successful economic cooperation between North and South Korea. Therefore, it is important to review the export control system regarding strategic items lest it should result in undesirable consequences which could make the national security into trouble.
