This paper deals with “the Regional Cooperation Agreement on combating Piracy and Armed Robbery against Ships in Asia(hereinafter ‘ReCAAP’)”, which came into force on 4th September 2006 after 14 countries’ ratification. The ReCAAP addresses three parts: information shared among its member states, capacity building, and engagement in cooperative arrangements with other organizations at national or non-national level. On the one hand, the ReCAAP is the first inter-governmental agreement for constructing maritime security regime relating to the issue of anti-piracy in Asia, through establishing Information Sharing Center(‘ISC’) and linking the ISC and focal points of 14 member states. On the other hand, there are some problems to be pointed out. For example, Malaysia and Indonesia have not ratified the agreement, and in the future it needs to handle with the possibility of linking piracy and maritime terrorists located at Aceh. Under these situations, this paper objectively overviews the current status of the ReCAAP and unique frameworks of the ISC, and suggests some challenges in order to be a more developed regional cooperation model.
