China has experienced significant changes in its economy since late 1980s. Due to its rapid growth and export-oriented growth strategy, the gap of welfare levels between urban and rural areas has exacerbated. To correct the problem, China has introduced a agricultural policy framework called, ``Strong Agriculture and Benefits to Agriculture(强農惠農)`` in 2004-2005 to support the agricultural sector. To confirm the effect of the policy, this study aims to estimate the welfare changes of rice farmers in North-East region of China, namely Jiling-sheng(吉林省) and Heilongjiang-sheng(黑龍江省). Also, the political power of the rice farmers in the region was estimated using Political Preference Function(PPF). A generalized md디 새 estimate the welfare changes and political oower 몬 been developed. The result suggests that more significant change in political power of rice farmers has occurred in Heilongjiang-sheng than in Jiling-sheng, where Yanbian(延邊) is the Korean Autonomous Prefecture. In Jilin-sheng, the political power of the rice farmers has improved from 0.47 to 0.56, whereas in Heilong-jiang-sheng, it has improved from 0.33 to 0.71. Heilongjiang-sheng is a more remote region to North-East than Jiling-sheng from Peking, the capital of China. Therefore, it is plausible that Heilong-jiang-sheng is more underdeveloped than Jiling-sheng, which resulted in relatively less political power or the rice farmers in Heilongjiang-sheng.
