An Analysis on Classification of Rural Areas by Vulnerability Index

This paper aims to classify rural areas by using the multivariate techniques of factor and cluster analysis. These methods are applied to rural are as cross sectional data from 2010, categorizing relatively homogeneous rural areas in terms of exposure, sensitivity, and adaptive capacity. Nineteen environmental and socio-economic indicators are identified to reflect the three components of vulnerability. The results of the study show that vulnerability to climate change and variability is intrinsically linked with social and economic development. The JeJu city and Seogwipo city, with the high level of exposure, high sensitivity are higher on the vulnerability index. The Taean county, Bucheon city, with the high level of adaptive capacity are lower than other local governments on the vulnerability index. The results of a cluster analysis indicate the presence of four clusters. The classification of rural areas thus results in four distinctively different types. Also, the results show that the clustering is inlfuenced mainly by exposure, sensitivity, and adaptive capacity. These findings highlight the importance of differentiated planning for the vulnerability of agricultural sectors in rural areas.
