2000년대 이후 평양 등 대도시 주택건설 경향과 통일 전후 법정책적 과제

Housing Construction in Pyongyang Metropolitan Area in the 2000s and Policy Task in Korea-Reunification

북한 연구에서 주택분야는 일반 주민의 일상 생활과 밀접한 만큼, 경제적 접근 뿐 아니라 정책적 접근 필요하다. 많은 주택관련 북한 연구가 대부분 열악한 주거상태에 있는 북한 인구 전반에 대한 총량적인 연구로 진행되어 왔으나, 지역적인 접근도 필요하다. 즉 도시화와 함께 북한 체제에 대한 대외 선전을 위해 대도시에 첨단기술을 도입한 초고층 아파트 건설을 하고 체제수호를 위해 공헌한 노동자에게 공급하는 등 대도시 지역의 주택 현황 파악을 통해 북한 주택을 이해할 필요가 있다. 이에 앞서, 주택 건설 등 공급에서부터 배분 과정까지 관련된 여러 법제들을 살펴봄으로써 남한과 다른 주택 관련 시스템을 파악하는 것이 무엇보다 중요하다. 본 연구에서는 북한 주택 관련 제도를 살펴보고, 이러한 제도 하에서 공급되고 있는 북한의 대표적인 대도시인 평양의 주택 현황을 살펴본 후 향후 정책적 고려사항이 무엇인지 생각해 볼 것이다. 연구 방법으로는 선행연구를 통해 주택 현황을 검토하는 한편, 북한에서 발행하고 있는 관련 학술지 및 신문 등을 통해 얻을 수 있는 정책 및 건설 관련 정보를 정리하였다. 북한에서는 주택을 의미하는 살림집이라는 용어를 일반적으로 사용하고 있다. 본 논문에서는 국내 용어를 중심으로 기술하되, 혼란을 초래하지 않는 경우에는 용어를 혼용하여 사용하도록 한다.

In housing study in North-Korea, we have to consider that it is important to approach to policy as well as economic system. A lot of studies are about the total amount dwelling throughout North-Korea or poor housing condition of North-Korea population. But we have to study in regional approach. Housing in metropolitan area play a very important role in North-Korea. North-Korea use housing construction, provision, allocation as propaganda of North-Korea System(Chuche Idelology or communist). And they can show off high technology when they construct the high-rise apartment. There are high-rise apartment in Pyongyang the capital of North-Korea, metropolitan area. Before the study of present condition of housing in Pyongyang, we must inspect institution, legal system related to housing system(from planning, construction, provision to allocation) For these study, we need to search for media of North-Korea, newspaper, journal, broadcasting and so on. And we have to seek improvement in housing system(repair, ownership, building materials and expert, distribution) constantly because of preparing for Korea-Reunification.
