Valuing Environmental Benefits of an Environmentally Friendly Farming Complex: The Case of Paldang Clean Agricultural Belt

Paldang Clean Agricultural Belt Project is a Gyounggi Province s project that aims at extending the share of environmentally friendly farming in the 7 cities surrounding the Paldang Lake which is almost the only drinking-water source of Seoul Metropolitan Area. The project is unique in the sense that it is a large-scale project in a region with a very strong environmental concern. This paper predicts the project s contribution to the improvement of water quality in the lake using a hydrologic simulation model with a GIS data set. In addition, we estimate the social benefit of wa-ter quality improvement that will be caused by the project using a contingent valuation approach. The willingness of water consumers to pay for the water quality improvement is estimated. Our results show that the project may reduce nitrogen effluent by almost 10 percent and pesticides use by 36 percent. Consumer s WTP for the project is far greater than the total cost.
