택지개발사업과 민간참여

Housing Development Projects and Private Participation

이 연구는 공공·민간 공동택지개발사업의 추진현황을 살펴보고, 특히 사업자 공모과정상 문제점을 분석하고, 민간의 참여확대를 모색하기 위한 공모절차 및 방법의 합리성을 도모하는 것이 목적이다. 이를 위해 두 개의 사례지구를 선정하여 민간부문의 경쟁을 통한 택지개발사업의 활성화를 위한 제도적인 취지가 제대로 발휘되지 못한 원인을 규명하고자 하였다. 밝혀진 원인은 공모절차 및 과정의 문제와 민간참여 확대를 위한 유인책 부족으로 드러났다. 연구결과로 투자이윤 6%의 제한규정의 개정, 인센티브의 제공, 지역업체 평가기준의 완화 및 홍보강화등의 방안을 주장하였다.

The public-private land development project was discussed from a long time ago. Nonetheless, it is still in the beginning stages. Through improving the environment in private participation and adding the creativity and efficiency of the private sector to the experience of the public sector, there will be even more changes and innovations yet to come in the public land development. And there is a way to solve the excessive debt problem of the public section at the national management level.
