Consumer Protection in the Internet Commercial Transaction

Thanks to the development of information technologies, we can purchase our necessities through the internet. It is called Electronic Commercial Transaction . By the way, the most consumers have much problems from the characteristics of electronic commercial transaction, such as non-encounter with buyers and sellers, home shopping , and transaction in advance payment . In order to solve the problems, new legislative drafts have been under the revision. But, statistical data of the Consumers Agency shows the stern reality that a number of consumers have been damaged from such electronic commercial transaction. This study aims to explore the effectiveness of consumer protection systems of safe transaction and consumer trust prescribed under the Act on Consumer in E-Commerce . The government, agencies, and consumers involving the electronic commercial transaction must make efforts to substantially cope with problems. The government must prevent and address such problems by offering basic insights necessary for promoting flexible regulations, and providing accurate and extensive information for consumers, as well as expanding useful educational programs, and systems indispensable for general consumers. And, taking into account for the characteristics that electronic commercial transaction assume across the border, it makes sense to promote international cooperative system and take radical and protective steps for consumers. Agencies concerned must conduct steady research and development to build a safe transaction network. It is necessary for consumers to make an easy access to a more reliable trade. Consumers need to be careful so that they could not be damaged from the electronic commercial transaction, and they must take proactive and drastic steps to report on all cases of damage, once they suffer from them. It is expected that consumers would cut a more safe and reliable deal, enabling the electronic commercial transaction and markets to lay the solid foundation more than ever.
