Optimal Harvest of Mackerel Stocks in Korea : An Application of Bioeconomic Model

Fish stocks have traditionally been treated as common property or open-access resources. So, it was believed that fish stocks were inexhaustible even in the face of ongoing exploitation. However, nearly 70 percent of world fish stocks were fully-to-heavily exploited, overexploited, or depleted. Therefore, when we develop fishery management plans, the policies must emphasize long-term gains rather than short-term losses by deciding the optimal harvest rate in terms of the sustainable stock level. This study intends to determine the optimal harvest rate over time for mackerel fishery in Korea by using a bioeconomic model. The objective function is to maximize the expected present value of net revenues under some constraints. The results show the optimal harvest to be 70 kilo M/T and the optimal fleet size to be 13 fleets. These figures can be the optimal reference points to mackerel resource managers and policy makers.
