Energy and foreign policy of Kyrgyzstan: risks and prospects

This subject opens a condition of fuel and energy sector of Kyrgyzstan and characterizes the reasons of a certain foreign policy of Kyrgyzstan which result have some risks and prospects. The Research arguments, that the Kyrgyzstan doesn’t perform multivector policy and in foreign policy is orienteering to Russia. In article the attention to presence and action of the Russian energy companies in Kyrgyzstan which is the foreign policy tool to of Russia. The aim of the article is defining of the influence of the energy policy of Kyrgyzstan s foreign policy with the identification of risks and prospects. The article has the research questions. The main research question is how the energy policy of Kyrgyzstan influences on its foreign policy? To answer the research question in the article used the deductive method, the behavior method, observation and interviewing techniques. Also, the Rentier state theory is using in this article. The conclusion of the article is based on the agreements and contracts, the sources of media, scientific articles, interviews and articles by deputies of civic society, non-governmental institutions, civil society and political opposition in Kyrgyzstan, in addition, also used data from Kyrgyzstan and Russia international organizations. Russia plays an important economic and political role in Kyrgyzstan, because the economy of underdeveloped country is depending on Russian oil resources. The current situation of the Kyrgyzstan oil and energy sectors depends on Russia. This fact is defining the foreign policy of Kyrgyzstan. The main risk of Kyrgyzstan is the economic and political dependence on Russia. But Kyrgyzstan has the permanent access to Russian oil and gas, as well as the production of the Kyrgyz hydropower. Russia is trying to focus on the political impact on the region of Central Asia through Kyrgyzstan. In turn, Kyrgyzstan focuses on economic growth and development as the basis of the gain political legitimacy of the ruling elite.
