Actual Life of and Support Plans for Female North Korean Defectors Living in China

이 글은 중국 거주 탈북여성들의 현지 생활실태와 특징을 다룬 글이다. 국내에 입국한 탈북민 가운데 70%이상이 여성들이며, 이 중 대략 80% 이상은 중국에서 거주한 경험이 있다. 그들이 중국에서 어떤 환경에서 생활하는지에 대한 조사를 통해 인권침해는 물론 국내입국 탈북여성들의 정착지원을 위한 기초자료로 활용할 수 있다. 중국에서 살고 있는 탈북여성 100명을 현지에서 직접 면접했다. 그녀들이 살고 있는 곳을 직접 찾아다니며 그녀들의 생활 실태와 일상을 담았다. 중국에서 거주한다는 의미는 탈북 후 한국행을 기다리며 잠시 체류하는 것이 아니라 현지에서 결혼을 하고 최소 1년 이상 생활한 사람들을 의미한다. 중국 내 탈북여성 문제가 집중적으로 조명된 것은 2000년대 초반이다. 그로부터 약 20여년의 시간이 흘렀지만 여전히 그들은 중국에서 거주하고 있으며 강제북송에 대한 중국의 입장과 현지생활 실태 등은 전혀 달라진 것이 없다. 본 연구는 중국 내 장기 거주 탈북여성들의 삶과 생활실태를 살펴보고 이에 대한 정책방안을 제시하는 데 목적이 있다.

This study set out to investigate the actual life and characteristics of female North Korean defectors living in China. More than 70% of North Korean defectors that entered South Korea are female, and over 80% of them had an experience of living in China. An investigation into the environment in which they lived in China will offer basic data about the violation of human rights and the supported settlement of female North Korean defectors that entered South Korea. The investigator flew to China and interviewed 100 female North Korean defectors living in China, making a visit to the places where they lived and capturing the actual state of their life and their daily life. As far as they were concerned, living in China meant that they got married in China and lived there at least for a year rather than staying there for a moment while waiting for their trip to South Korea after they defected from North Korea. It was in the early 2000s that the issues of female North Korean defectors started to be in the spotlight in China. It has been about 20 years since then, but they still live in China with no changes to the Chinese government position about their enforced repatriation to North Korea and the actual state of their life in China. The present study aimed to examine the life of female North Korean defectors living in China for many years and the actual state of their life and propose policy measures to address them.
