북한의 대외무역 패턴변화와 대남교역 상거래 관행

The Changed Foreign Trade Patterns and the Commercial Transactions of South-North Korea Trade In North Korea

이 글은 과거 남북교역이 활발하게 진행되던 시기에 나타났던 북한의 대남교역 상거래 관행을 북한의 대외무역 패턴변화 속에서 행태와 원인을 분석한다. 과거 남북교역은 북한의 대외무역 패턴변화로 남한이 경제적 우위의 위치에서 교역을 할 수 있었음에도 불구하고 남한의 대북 사업자들은 북한의 대남사업 단일창구인 조선민족경제 협력련합회(이하 ‘민경련’)의 불합리한 상거래 관행에 많은 피해를 입었다. 새로운 남북교역 시대를 대비하기 위해서는 북한이 남한 사업자들을 대상으로 어떠한 상거래 관행을 했는지 파악하는 것은 매우 중요하다. 과거의 교훈은 새로운 남북교역을 대비하기 위한 중요한 자양분이다. 또한, 북한사회의 의미 있는 변화를 유도할 수 있는 반면교사가 되기 때문이다. 이에 본 연구는 북한의 대남 상거래 관행을 분석하여 향후 남북교역 재개에 대비고하자 한다.

During the time when inter-Korean trade was robust, the DPRK had typical practices in commercial transactions. Based on the fact, this study analyzes North Korea’s behaviors and the causes under its changed pattern in foreign trade so as to draw a plan for reaction. Although South Korea could gain the upper hand over the North in the past economic trades, because of its counterpart’s changed pattern, many entrepreneurs made a loss due to irrational commercial practices of the North Korean National Economic Cooperation Federation(NECF), North Korea’s the only business channel toward the South. With insufficient institutional base to counter North Korea’s absurd manner, those entrepreneurs who had to accept the NECF’s requirements half reluctantly, even underwent an investigation after the 5.24 measures. By analyzing North Korea’s commercial practices toward the South, this study prepares for the forthcoming inter-Korean trade resumption.
