고등학교『한국사』교과서속 ‘시민’재해석

Restudy of“ Citizen”in‘ Korean History’ Text Book of High School

이 글은 최근 비민주적 교육과정 개편과정에서 탄생한 고등학교『한국사』교과서에 서술된 우리 현대사 속 민주주의의 발전 과정을 검토한 것이다. 민주주의의 발전을 이끄는 주체세력으로 등장하는‘시민’이라는 용어에 주목하면서 우리 현대사 속에서 이들이 어떻게 자리매김하고 있는지 그 유형을 다음 세 가지로 나누어 분석하였다. 즉 해방 이후 현재에 이르는 시기동안 교과서에 등장하는‘시민’을‘타율적 시민’,‘ 정치적 시민’그리고‘탈국가적시민’으로 분류하였다. 해방 이후 보통선거를 통해서 탄생한‘타율적 시민’으로부터 4·19혁명으로부터 5·18민주화운동, 6월 민주항쟁을 거치면서‘정치적 시민’으로 그리고 1990년대 이후 국제적 연대를 바탕으로 하는 시민운동 등을 통해서 성장한‘탈국가적 시민’까지‘시민’은 역사의 주인공으로서 민주주의를 발전시켜 온 주체임을 확인할 수 있었다. 다만 이들은 교과서에서 ‘국민’이라는 용어와 함께 혼용되어 쓰이고 있는데 이는 우리 역사의식 속에‘민족’,‘ 국가’중심의 사고가 뿌리 깊게 내재된 까닭이다. 우리나라 민주주의 발전 과정에서‘나’란 존재가‘시민’의 한 구성원으로서 역사의 주인공이라는 사실이 앞으로 교과서 서술 속에서 보다 적극적으로 서술될 필요가 있겠다. 민주주의가 발전하는 과정에서 내가 주체가 되는‘시민’이 탄생할 수 있을 때 비로소 우리사회에서 민주주의가 제도로서가 아니라 삶으로서도 밀착될 수 있을 것이기 때문이다. 이를 바탕으로 21세기 인류의 보편적 가치를 지향하는‘시민’의 탄생도 가능하게 될 것이다.

This article is the study of process of developing democracy in the modern Korean history which is described in『Korean History』of high school. Paying attention to the word of “Citizen”who appeared as the leader group of developing democracy, this study analyzed three groups of citizen and how they took their position during modern history. This study divided the citizen who appeared in the history text book, as 3 groups of“ Passive Citizen”,”Political Citizen”and“ Post-national Citizen”. From the“ Passive Citizen”who appeared through the popular election after 8.15, “Political Citizen”who appeared through the 4.19, 5.18 Democracy Movement to the “Post-national Citizen”who grown up through the international united group activity during modern history, citizen has been evaluated as the main group who developed democracy. However, the word of“ Citizen”and“ National People”are used as the same meaning in the history textbook, and this is because of history recognition which is influenced deeply by the nation-oriented way of thinking in the Korea modern history Each one citizen should be described more positively in the history textbook as the member of citizen group and as the main character in Korea’s democracy is developing process. When we have each citizen to become the main character in the process of democracy developing, democracy becomes not just superficial system but a part of our life. Based on that, appearance of“ Citizen”who pursue the value of general human being in 21th century, shall be possible.
