The Global Turn in History Education Ⅱ

새로운 세계사들의 활용에 있어서는 보다 신중하고 유의해야할 필요가 있음을 필자는 前篇의 논문,‘역사교육의 전지구적 전환’을 통해 밝힌바 있다. 본 연구는 그 속편격으로, 세계사들 중에서도 특히, 글로벌히스토리에 한정하여, 그것과 한국사와의 연계를 시도해 본 것이다. 이를 위해 필자의 관심 영역인 국제관계사를 활용하여, 용암포사건, 러일전쟁 및 제 1차 세계대전을 연계해, 용암포사건과 러일전쟁의 글로벌히스토리를 구상해 보았다. 1903년 압록강 위기를 둘러싼 한 러 일간의 각축전은 러일개전 직전에 한반도에서 벌어진 러일전쟁의 제1라운드(전초전) 格이었다. 특히 경의철도부설권 및 압록강삼림채벌권에서 비롯된 용암포사건은 압록강 위기의 상징적인 사건이었다. 이 압록강 위기를 빌미로 닫혀진 한반도 북부를 선점하려는 이권쟁탈전은 단순히 러일간의 대립과정에서 유발된 하나의 에피소드가 아니었다. 이 위기는 러일전쟁에 직접적인 계기가 되고, 일본의 한국병합의 결정적인 전기가 되었다는 점에서 제 1차 세계대전의 동인이 된 모로코위기에 견줄만한 ‘아시아판 모로코위기’인 동시에, 만주와 한반도의 경계지역에서 제국주의 이권쟁탈을 둘러싸고 일어난 세계사적 사건이었다. 1세기 전, 왜 압록강위기로 대변되는 한반도 문제가 소위 제0차 세계대전이라 명명하는 러일전쟁을 유발할 만큼 중요했으며, 왜 100여년 전 한반도에서 발생한 일련의 사건을 한국사뿐만 아니라 세계사적 차원에서 주목해야하는 이유는 바로 여기에 있다. 글로벌한 전망에서 역사 다시읽기는 한반도라는 작은 공간의 사건일지라도, 국가의 경계를 넘어 동북아시아와 구미 지역과의 연계가 불가결하다는 탈지역화 인식에 기초한 것이다. 아울러 그것의 시간틀을 청일전쟁부터 1차 세계대전 나아가 한국전쟁까지 확장하여 장기적인 변화가운데에 개별사건을 위치케하는 방법인 것이다. 바로 이것이 한국사의 새로운 세계사적 맥락화 구상인 것이다.

In this study, I try to connect the Korean problem with the cause of Russo-Japanese War based on the global historical standpoint. I especially refocus on the Yalu Crisis in the Korean peninsula in 1903. These include the competition for the concession rights for the construction of the Seoul- iju Railway; the lease of Yongampo; and the opening of iju and Yongampo in the Yalu frontier. The rivalry which emerged over control of the northern part of the Korean peninsula, which began with the issue of securing concession rights for the construction of the Seoul- iju Railway but expanded to include the Yongampo incident and the opening of iju and Yongampo, does not represent a simple episode which originated between the conflict between Russia and Japan. The fact that these events led directly to the outbreak of the Russo-Japanese War, and eventually resulted in providing Japan with the opportunity not only to annex Korea but also penetrate Manchuria, means that they should be perceived as important historical incidents on a scale similar to the Moroccan Crisis which eventually resulted in the advent of World War I. Moreover, Yalu Crisis can be perceived as the direct precursors of the eventual crisis which engulfed East Asia. This is the reason why the ‘Korean problem’was important enough to result in the outbreak of the Russo-Japanese War, which has been referred to as a mini-World War, and why the Yalu Crisis which emerged on the Korean peninsula 100 years ago should be reanalyzed not only at the Korean history level but at the level of Global history. As mentioned above, I am of the mindset that the limitations of the arguments put forward by previous Japanese and Russian researchers with regards to the cause of the war can be overcome when further emphasis is placed on the Korean problem, especially the Yalu Issues. The reason why is that the Yalu Crisis holds the Key to the solution of the question. In order to do so, Studies on the Russo-Japanese War should be carried out from diverse standpoints that include Manchuria and the Korean peninsula, but also incorporate the global policies which emerged during the early period of the 20th century. This kind of approach is needed to develop a global understanding of the History of the Russo-Japanese War. To achieve this, first of all, more efforts should be put into uncovering the actual nature of the Yalu crisis which unfolded on the Korean peninsula during the period surrounding the outbreak of the Russo-Japanese War.
