롯데마트와 중소 협력업체 간 교육훈련 협력에 관한 연구

A Study on the Education and Training Collaboration between Lotte Mart and Small & Medium-sized Enterprises: Focused on 2012 Large and Small Business Win-Win Cooperation

정부는 대기업과 중소 협력업체 간 협력을 통한 동반성장을 주요 경제 정책으로 추진하면서 이를 강조해 오고 있다. 최근 경쟁 패러다임이 기업 간 경쟁에서 모기업과 협력중소기업을 포함한 네트워크 간 경쟁으로 이동함에 따라 이에 대한 대비 차원에서도 대기업과 중소기업의 동반성장을 강화할 필요가 있다. 이러한 맥락에서 대기업과 중소기업이 모두 이익이 될 수 있는 분야에서 협력관계를 구축하는 것은 중요한 과제라고 할 수 있다. 그럼에도 불구하고 대기업과 중소기업의 동반성장을 위한 교육훈련 협력의 현황은 어떠한지 그 실제 사례를 심도있게 조사한 연구는 거의 이루어지지 않았다. 따라서 이 연구는 2010년에 정부 차원의 대·중소기업 동반성장 추진 대책이 발표된 이후 2012년 시점에서 롯데마트 사례를 중심으로 대기업과 중소 협력업체 간 교육훈련협력이 왜 일어나며 협력이 어떻게 이루어지는지 분석하는데 목적이 있다. 사례조사에서는 원청기업인 롯데마트뿐만 아니라 협력 관계에 있는 중소기업을 대상으로 교육훈련협력 실태를 파악하고 관계자들과의 심층 인터뷰를 실시하였다. 롯데마트 사례연구 결과를 바탕으로 대기업과 중소 협력업체가 교육훈련 협력을 통해 상호 역량을 강화하고 지속적인 성장 기반을 구축하기 위한 시사점을 도출하였다.

Korean government has been emphasizing the shared growth through win-win collaboration of conglomerates and small and medium enterprises (SMEs) and named it as the main economic policy. The competition paradigm is moving away from the individual competition and towards network competition that involves the larger SMEs and their partner SMEs. In order to prepare for that, it is necessary to reinforce the shared growth and win-win collaboration between the conglomerates and partner SMEs. The collaboration has occurred through various measures and one such measure is through education and training. This paper examined the state of collaboration through education and training by taking both sides of prime contractor and subcontractors into an account. In specific, the case of Lotte Mart and its subcontractors were examined in terms of their state of collaboration and common features, focusing particularly on the year of 2012, right after governmental implementation of the win-win collaboration policy. Both the prime contractor and subcontractors participated in the investigation. From the case study, common features of collaboration and the directions to establish win-win collaboration system through education and training were discussed. Through such collaboration, both conglomerate and SMEs should reinforce each others` competencies and establish the ground for continuous growth.
