1970년대 박정희 체제에서의 ‘가계부적기 운동’

‘Home Accounting Movement’ in Park Chung Hee Regime in the 1970s

이 연구는 1970년대 박정희 체제에서의 경제성장이 당시 한국가정의 경제생활에 어떤 영향을 주고 어떻게 변화시켰는지를 `가계부적기 운동`을 통해서 살펴본다. 1970년대 `가계부적기 운동`은 내자조달을 위한 `저축증진운동`과 함께 진행되었다. 박정희 체제는 소비절약과 내핍을 통하여 가계저축을 늘릴 것을 강조하였고, <여성저축추진생활중앙회>와 같은 관변단체들이 가계부 배부, 가계지출모형 개발, `알뜰한 주부상` 선정 등의 `가계부적기 운동`을 추진하였다. 1970년대 `가계부적기 운동`에 있는 주부담론은 가정에서 저축을 못하는 이유가 살림을 책임진 주부의 무절제한 소비 때문이고, 주부의 소비를 통제하기 위해서는 가계부를 적는 것이 필요하다는 것이다. `가계부적기 운동`은 초기에는 성과를 보였지만, 물가인상과 늘어나는 생계비 부담 때문에 운동의 한계를 드러냈다. 1970년대 대부분의 한국가정은 `인플레적 경제개발`에 수반되는 만성적인 물가인상 때문에 가계적자에 시달렸고, 가계저축률의 하락과 함께 `가계부 무용론`과 같은 `가계부적기 운동`에 대한 저항이 나타났다. 이 연구의 의의는 1970년대 박정희 체제에서의 `가계부적기 운동`의 배경, 성격, 전개과정을 살펴보고, 이 운동에 내재한 주부담론이 한국가정에 수용 또는 거부되는 과정을 거치면서 한국가정의 경제생활에 미친 영향을 분석하였다는 것이다.

This study examines how the economic growth of the Park Chung Hee regime in the 1970s affected the economic life of Korean families through the `home accounting movement`. In the 1970s, the `home accounting movement` was carried out in conjunction with the `household saving promotion movement` to provide domestic capital. `Home accounting movement` led by an organization like the `women`s saving promotion association`, emphasized savings through household bookkeeping. Although the `home accounting movement` was successful in the early stages, it faced a backlash from the Korean family because of the price increase and the burden of living costs. The contribution of this study is to examine the background, nature, and process of the `home accounting movement` and to analyze the impact of the `home accounting movement` on the economic life of Korean families in the 1970s.
