본 연구는 인간이 기술을 적극적으로 이용해 신체의 변형, 확장, 증강을 꾀하는 트랜스휴먼 현상을 진단하고, 이런 현상의 가속화에 따라 사회복지 분야에서 어떤 미래 이슈가 발생할 것인지 예측한다. 우리는 인공지능, 자율 주행차, 유전공학, 초연결기술 등 우리사회가 한창 논의하는 제4차산업혁명 관련 기술들의 방향성이 인간 신체의 변형 및 확대에 있다고 주장한다. 인간은 앞서 언급한 기술의 발전에 따라 트랜스휴먼 사회에 직면하고, 새로운 환경 에 적응하기 위해 지적, 육체적, 심리적 변화를 경험할 것으로 예측한 다. 트랜스휴먼 사회가 도래한다고 가정할 경우, 사회복지 분야에서 많은 변화가 발생할 것으로 예상된다. 사회복지는 노령·질병·장애·실업 등의 사회적 위험에 대응하여 사회보장, 공공부조, 사회복지서비스 등의 정책을 통해 국민의 생존 권리를 보장하고 복지를 증진하는 것이 목적이다. 우리가 가정하는 트랜스휴먼 사회는 기술을 통해 수명을 연장하고, 각종 질병 및고통으로부터 해방되는 것을 추구하고 있어 사회복지 측면에서 많은 미래 이슈가 양산될 것으로 예측된다. 미래이슈를 발굴하기 위해서 우리는 퓨처스 휠 방법론을 적용해보았다. 도출한 미래이슈를 근거로 사회복지 분야에서 트랜스휴머니즘 시대를 준비할 수 있는 시사점을 제시했다.
The article analyzes the phenomenon of transhumanism in which humans attempt to transform and enhance their physical bodies and intelligence by utilizing radical technologies, and forecasts issues of the future in the field of social welfare. We argue that the 4th industrial revolution which our society seriously debates now in considering how new technologies such as artificial intelligence, the autonomous car, bio engineeing, and internet of everything have influence on Korean society is heading for transhuman society. We forecast that humans will experience rapid changes on their bodies and minds in order to adapt to the era of tranhumanism. In this assumption, the field of social welfare will face lots of changes in terms of its policy, laws, and social institutions. It is because social welfare deals with issues of aging, disease, disability, and unemployment. The transhuman society will have a big impact on the field of social welfare. In order to forecast social welfare issues of the future in the rise of transhumanism, we conduct futures wheel which is widely used in the field of futures studies, and suggest how the field of social welfare can prepare for the era of transhumanism.
