중소 SI기업의 프로젝트 관리 생산성 향상을 위한 평가와 진단

The Assessment and Diagnosis of Productivity Improvement for System Integration Project Management in SMEs

본 연구는 중소 SI기업들을 대상으로 프로젝트 관리 현황을 조사 분석함으로서 향후 중소 SI 기업들의 프로젝트 관리 생 산성 향상에 기여하고자 하였다. 연구절차는 우선, 프로젝트의 정의와 SI 프로젝트 관리의 특징과 한계점을 살펴보고 SI 산업 관련 외부 전문가를 대상으로 계층분석모형(AHP)을 통한 평가 기준을 선정한 후, 5개 중소 SI기업을 대상으로 프 로젝트 관리 역량에 대한 평가와 진단을 실시하였다. 연구결과, 5개 SI 기업들의 평균 프로젝트 관리 성숙도(CMMI 2기 준)는 약 60%로서 이중 3개 기업(S,R,I)은 ‘거의 충족’ 수준에 도달했으나, 나머지 2개사(F,A)는 일부만 충족하는 것으 로 나타났다. 특히 프로젝트 관리 영역 항목 중 ‘통합관리’, ‘범위관리’, ‘조직관리지원’ 등은 양호하였으나, ‘프로세스 개선 의지’ 등의 관리 영역은 개선이 필요한 것으로 나타났다. 따라서 프로젝트 관리 생산성 향상을 위해서는 SI 프로젝트 관 리 항목별 취약 영역에 대한 개선 노력과 함께 PMO(Project Management Office)조직이나 관련 공공기관의 지원 제 도도 적극 활용하는 것도 좋은 방법이 될 수 있을 것이다. 특히 프로젝트 관리의 성패는 최고 경영자의 의지에 달려 있으 므로 장기적이고 전사적인 지원과 격려도 함께 뒤따라야 할 것이다.

This study aims to contribute to the future improvement in project management productivity for small and medium-sized system integration (SI) companies by analyzing five companies’ management areas that present a scope for improvement. This research first looks at the definition and limitations of SI project management and selects evaluation criteria through the analytical hierarchy process (AHP) model according to the opinions of relevant experts from outside the industry. Then, it evaluates management competence. As per the results, the project management maturity(CMMI Level 2)is 60% on average, and three companies (S, R and I) have reached “almost satisfied” but two companies (F, A) are “partially satisfied”. This means that “integration management,” “scope management,” and “organizational management support” among items in the project management domain show satisfactory results, but “willingness to improve the process” is needed . Therefore, in order to improve the productivity of project management, SMEs themselves should redefine essential practices to implement for project management and actively utilize a Project Management Office (PMO) or solicit related public institutions. In particular, success in project management depends on the senior management and should be accompanied by continuous and long-term efforts.
