1980년대 한국 해운산업구조조정정책 연구

A Study on the Industrial Restructuring Policy of Shipping Industry in Korea during the 1980s : Focusing on Policy Making and Coordination

본 연구에서는 해운산업의 사례를 대상으로 하여 1980년대 산업구조조정정책의 수립 및 집행 과정을 살펴보았다. 이를 위해 1983년 7월 해운항만청의 ‘해운 불황대책’ 수립부터 1987년 2월 경제기획원의 ‘해운산업합리화보완대책’ 발표까지 국가기록원이 소장하고 있는 기록물을 검토하였다. 이를 통해 해운산업구조 조정과 관련하여 각 부처에서 입안한 정책의 구체적 내용 그리고 계속 수정되고 보완되었던 구조조정정책들과의 연관성을 살펴보았다. 해운불황에 직면하여 해 운항만청에 의해 마련된 해운불황대책이 관련 부처간 조정을 거치면서 각부처의 이해가 반영되고 국민경제라는 틀에서의 산업구조조정정책으로 구체화되는 과정을 살펴보았다. 특히 금융기관의 부실을 막고자 하였던 재무부의 입장이 관철되는 과정에서 채권의 보전이 중요한 정책 과제 중의 하나로 대두하는 과정을 확인할 수 있었다. 이는 과거와는 다른 새로운 경제적 환경 속에서 산업육성과는 다른 새로운 산업정책의 수단과 틀이 구체화되는 과정이었다.

This study is about the industrial restructuring policy of shipping industry in Korea during the 1980s. Especially, this study focused on policy making and policy coordination. In making the industrial restructuring policy of shipping industry, not only the ministry of transportation but also economic planning board and ministry of finance involved. economic planning board tried to coordinate the interests of each minister, while ministry of finance tried to represent the interests of financial institutions. Interest payment reduction, which was the urgent requests from the shipping industry, was not accepted, because ministry of finance worried about the losses of financial institutions, which would led to the system risk. The making of the industrial restructuring policy of shipping industry was an attempt to search new model of industrial policy, which is differentiated from the oldy industry-promoting policy paradigm of 1960s and 1970s. In a new economic circumstances, industry restructuring was challenging task instead of industry supporting.
