기술도입을 통한 전자교환기 생산과 투자조정(1972-80년)

본 연구에서는 중화학공업육성정책이 시행되었던 시기 동안 전자교환기 산업의 전개 과정을 정책의 수립과 집행이라는 측면뿐만 아니라, 개별 기업의 움직임까지 시야에 넣어 살펴보았다. 이 시기 교환기 산업은 최종 생산물의 수요자는 정부였지만, 선진국에서 조차 첨단기술에 속하는 전자교환기 기술에 대한 관료들의 이해는 충분하지 않았다. 자주개발이냐 기술도입이냐를 둘러싼 논쟁의 배후에는 기득권을 유지하려는 기존업체와 신규진입을 희망하는 업체 사이의 치열한 경쟁이 있었다. 담당부서였던 체신부의 정책은 표류하였고, 부처간의 주도권 다툼으로 이어졌다. 더욱이 ‘전전자교환기의 자주개발’ 과 ‘반전자교환기 생산기술의 도입’이라는 원칙이 정해진 이후에도 정부의 일관된 산업 정책의 흐름을 찾기는 어려웠다. 전자교환기 산업에 국한하여 본다면, 국제분업체계의 규정성만으로 이 시기의 중화학공업육성정책의 전개과정과 이후의 구조조정을 설명하기 에는 어려움이 있다고 생각된다. 또 ‘정부의 강력한 통제 아래 관료에 의해 치밀하게 계획되고 시행된 중화학공업육성정책’이라는 일부 연구에서의 주장 역시 이 시기 전자교환기 산업의 사례에서 확인하기는 어려웠다.

This Study is about the development of the electronic telephone switchboard manufacturing industry of Korea during the 1970s. I focused on the behavior of individual enterprises as well as the processes of formulation and execution of industrial policies. The industrial and technological characteristics of this industry were not fully understood by the economic bureaucrats. Behind the controversy over inducement of foreign technology versus development by own effort were conflicting interests among competing private enterprises. Adequate polices for the development of this industry or any consistent policies among economic ministries were hardly found. The International Division of Labor Approach was not adequate for explaining the development of electronic telephone switchboard manufacturing industry during this period. And the image of heavy and chemical industrial drive elaborately devised and executed by the economic bureaucrats under the hegemony of the strong state was also hardly found.
