중국 온주지역 산업클러스터의 형성과 발전 요인에 관한 연구

The Historical Formation of the Industrial Cluster of Wenzhou in Zhejiang Province, China: Focusing on the Regional Culture and Entrepreneurship

본 연구는 온주지역 산업클러스터의 사례연구를 중심으로 지역산업 및 산업클러스터의 역사적 형성과 발전의 특징을 살펴보았다. 또한 온주지역에서 나타나고 있는 지역산 업클러스터의 유형별 특성뿐만 아니라 지역혁신체계와 사회문화적 요소간의 관계를 설명하였다. 온주(溫州)는 중국의 시장개혁의 촉진과 민영기업의 발전을 주도했던 핵심 지역의 하나로 인문적으로는 절동지역의 유교문화(浙東實學的傳統), 그리고 지리적으로는 해양문화의 전통에 영향을 받았던 지역이다. 개혁개방이후 성장해왔던 온주의 산업 클러스터는 온주 경제의 핵심 구성 요소로서 자원 배분의 효율성을 개선할 뿐만 아니라 지역 경쟁력을 증진 시키는데 중요한 역할을 해왔다. 온주의 산업클러스터는 송대부터 가족구성원을 중심 단위로 하는 ‘가족수공업장’과 외부인을 고용하는 ‘비(非)가족수공업장’으로의 발전을 통해 전통 수공업을 중심으로 한 지역의 사회적 분업에서 기인한다. 가족공장형태의 수공업전통에서 발전하기 시작한 온주의 가족기업은 전략적으로 통합된 생산단위를 기초로 한 유연한 생산체계를 통해 최근 집적화된 규모의 경제로의 촉진과 지역 특색적인 산업클러스터로의 발전을 이루었다. 클러스터링을 통한 온주지역사회의 협업적 분업체계는 기업규모의 확대과정에서 나타날 수 있는 생산비용과 기타 소모비용을 절감시키기 위한 목적으로 강화되고 있다. 온주사례는 산업클러스터내에서의 기업의 창업과 집단학습, 그리고 혁신활동을 촉진 시키는 기업가정신은 지역적 환경조건과 사회문화적 규범에서 유래하고 있음을 보여주고 있다.

This study examined the historical formation and developmental characteristics of local industrial clusters in Wenzhou case. The economy of industrial cluster in Wenzhou was formed after reform which is an important component of Wenzhou economy, and it plays an important role in improving efficiency of resources distribution and promoting regional competitive advantages. Within the regional learning and innovation cluster literature, the precise impact of regional culture on firms or industrial cluster s competitive performance remains unspecified. In response, this paper draws on research on Wenzhou s manufacturing industrial cluster, embedded in a highly visible regional culture, Confucianism from the school of Yongjia thought. This paper shows how regional cultural traits imported into the regional industrial cluster in Wenzhou, and the paper measures the material impact of the regional cultural embedding on regional industrial cluster s innovative capacities and hence abilities to compete. This study evaluated the community spirit of local culture and local entrepreneurship in determining the characteristics of industrial clusters is a socio-cultural factors, and even those elements that make up the regional innovation system looks to see if a key factor to understand.
