1960년대 대표적 귀속기업체, 조선방직 부산공장의 몰락

본 논문은 한국의 경제성장과정에서 불하된 귀속기업체의 의미를 대표적인 귀속기업체인 조선방직 부산공장을 통해 검토한 것이다. 즉 불하된 귀속기업체가 한국경제성장에 직접적인 기반이 되었다는 기존의 논의가 과연 타당한 것이었는가에 대해 살펴본 것이다. 조선방직 부산공장의 해방 이후 변화과정을 살펴본 결과는 다음과 같다. 첫째, 조선방직의 관리는 비교적 양호하게 이루어졌다. 둘째, 강일매에게 불하되는 과정과 그 이후에 나타났던 여러 가지 문제는 조선방직의 기업 내부적 역량을 크게 훼손하는 것이었다. 셋째, 생산현장에서는 식민지기에 제작된 노후설비를 그대로 사용했기 때문에 생산성이 하락되었다. 이상과 같은 연구를 통해 식민지기의 모습을 가장 완벽하게 유지하고 있던 조선방직 부산공장은 한국경제성장에 긍정적인 영향을 직접적으로 끼치지 못했다는 것을 확인할 수 있었다. 이것은 일제에 의한 식민지 경험이 귀속기업체의 존속과 불하라는 과정을 통해 한국경제에 긍정적인 영향을 직접적으로 끼쳤다는 주장에 대한 하나의 反例이다. 귀속기업체도 환경 변화에 대한 적절한 혁신이 필요하며 이에 실패할 경우에는 몰락할 수밖에 없었다. 따라서 환경변화에 적절하게 대응하는 것이 생존의 조건이 된다는 것을 귀속기업체의 경우에서도 확인할 수 있었다. 이것은 귀속기업체의 존재와 불하를 한국의 경제성장과 직접 연관시켜서는 안 된다는 것을 의미하는 것이다.

This Study investigates the meaning of vested companies which are sold from the government in process of Korean economic growth with Chosun Spinning Co. (Busan). According to previous opinion, those vested companies served as direct foundation of Korean economic growth. This paper prove the validity of this opinion. The findings are as follows. First, Chosun Spinning Co. seems to be under relatively good management. Second, several problems happened in the process of and after the disposal to Il-Mae Kang damaged severely the internal power of Chosun Spinning Co. Third, the use of worn-out facilities from colonial period in Chosun Spinning Co. is attributed to the decline in productivity of the factory. In conclusion, this study verifies that Chosun Spinning Co. which maintained its colonial state did not exert a positive influence upon the korean economic growth. It is a counterexample to assertion that colonial experience under Japanese rule had a direct and positive influence upon the korean economic growth through the process of subsistence and disposal of vested companies. Vested companies also need for proper innovation in facing changing situation. But if they fail, they were forced to fall. Therefore, proper management of changing situation is confirmed as a condition for survival. The subsistence and disposal of vested companies must not be taken as positive influence on Korean economic growth.
