공공구매 시장의 중소기업자간 경쟁제도와 공사용 자재 직접구매 제도 타당성 분석

Validity Analysis of Competitive System among SMEs and Construct Materials Direct Buying Ststem in Public Procurement Market: Case of Home Sink Product

본 연구의 목적은 공공구매 시장 내에서 중소기업자간 경쟁제도와 공사용 자제 직접구매 제도의 타당성을 분석하는 것이다. 이를 위해 Erridge and McIlroy(2002)가 제시하고 있는 세 가지 공공구매 목표를 기반으로 두 제도의 타당성을 분석하였다. 분석 결과, 두 제도 모두 상업적 목표, 규제적 목표, 사회경제적 목표 모두 충족시키는 제도로 공공구매 시장 내에서 중소기업을 보호하는데 적합한 제도로 확인되었다. 다음으로 두 제도의 실질적인 효과 확인을 위해 가정용 씽 크대 품목을 대상으로 분석을 실시하였다. 이를 위해 가정용 씽크대 산업 내의 중소기업들을 대상으로 설문조사를 실시하여, 자료를 수집하고 분석하였다. 분석 결 과, 중소기업자간 경쟁제도와 공사용 자재 직접구매 제도 모두 중소기업을 보호하는 기능을 충실히 이행하고 있음을 확인할 수 있었다. 이는 Erridge and McIlroy(2002)의 세 가지 공공구매목표를 기준으로 분석한 결과에서도 그 효과가 확인되어 중소기업자간 경쟁제도와 공사용 자재 직접구매 제도 모두 중소기업을 보호하는 실질적인 효과가 있는 제도임이 확인되었다. 향후에는 좀 더 다양한 산업을 대상으로 한 실증 연구와 다양한 분석 프레임을 활용한 추가적인 연구를 진행 하여 두 제도의 효과에 대한 추가적인 검증 작업이 필요해 보인다.

Purposes of this study are to analyse the validity of competitive system among SMEs and construct materials direct buying system in public procurement market. To achieve purposes both systems are analysed by three goals of public procurement system suggested by Erridge and McIlroy(2002). According to the result, both systems are confirmed as a good system to protect SMEs in public procurement market by meeting three goals. Additionally, the home sink industry is used to check the effectiveness of both systems. SMEs in the home sink industry are surveyed to collect and analyse the data to check the effectiveness. The result of analysis, competitive system among SMEs and construct materials direct buying system are playing a role of protecting SMEs in the home sink industry. Also, the result of analysis by three goals in public procurement market suggested by Erridge and McIlroy, the effectiveness of protect SMEs is verified. In the future, it is necessary to confirm the effectiveness of various SMEs protect system by additional research using different framework in different industries.
