Effects of Policymaker s Welfare Preferences toward Interest Groups on Optimal Public Storage Rules : Analytical Approach in a Two-Period Model

This study compares the optimal storage rules derived from conventional utilitarian policymakers` objective function with it from a political preference function weighted by welfare preferences toward various interest groups. This paper uses a two-period stochastic model to solve for the optimal storage rules analytically and to compare various storage rules theoretically. The paper shows that optimal storage rules crucially depend on not only the market parameters but also the magnitudes of welfare preferences on interest groups.
