우리나라 의료서비스산업 노사관계의 전개과정과 특징

A Study on the Development Process and Characteristics of Labor Relations in Korean Medical Industry - from 1987 to Now -

한국의 의료서비스산업 노사관계는 1987년 6․29선언 이후부터 본격적으로 전개되기 시작하여 현재까지 진행되고 있는데, 본 연구에서는 먼저 1980년대 의료서비스산업 노사관계가 형성된 시점부터 현재까지의 전개과정을 사적으로 정리해 봄으로써 의료서비스산업 노사관계 전반의 흐름을 파악해 보고, 이 과정에서 나타난 노사관계의 당사자 현황 및 전반적 특징, 발생한 노사분규의 유형 및 발생원인 등을 분석해 보았다. 다음으로 본 연구에서는 산별노조시대 전개에 따른 산별교섭과정에서 형성된 특성과 이후의 과제를 도출해 봄으로써 향후 의료서비스산업의 노사관계의 전개방향을 전망해 보았다. 이러한 연구목적을 수행하기 위하여 본 연구에서는 국내문헌 및 정기간행물, 노사관계연구소와 관계 부처에서 작성한 조사자료, 각종 신문기사 등을 활용하는 문헌적 조사 방법을 사용하였다. 의료서비스산업 노사관계 전개과정에서 축적된 상기의 경험들은 산별노조를 지향하는 다른 산업분야 노사관계에 경험적 시사점을 제공해 줄 수 있을 것이다.

This study focused on the labor relations in Korean medical industry during the last 20 years. At first, this study reviewed the development process of labor relations in Korean medical industry from 1987 to now. From the historical review of development process, characteristics of labor relations and causes of labor-management dispute in Korean medical industry were drew. Labor relations in Korean medical industry were changed to the era of industry union from 1998, and next this study analyzed the characteristics of bargaining between medical industry union and management. Based on the above review, this study drew the recent problems and suggested future directions of labor relations in Korean medical industry. The case of labor relations in Korean medical industry between 1980s to now will give a valuable experience to another industry unions in Korea.
