The role of privatization: A study on the privatization process of South Korean business enterprises following the liberation from Japan- Implications for the privatization of North Korean business enterprises following Reunification -

The purpose of this study is to examine the privatization process undergone by South Korean enterprises during the US military transitional period and the establishment of South Korea. This study’s purpose is to understand the possible implications of the privatization policies of North Korean companies in the event of the reunification of the Korean peninsula. We can deduce that the privatization process which occurred following the seizure of the enemy’s property after World War II can be attributed to the US military presence in South Korea. This is important because the privatization of business is closely linked to economic development. We can prevent the loss of corporate revenues through rapid privatization and minimize the cost of unification by normalizing company operations. However, given the situation which might occur following unification, privatization of business is likely to be delayed due to the pressing need for the stabilization of the military and the police. If we do not address the issue of privatization, it is certain that we will experience a multitude of social problems attributed to corporate devaluation. The process of privatization must be undertaken as soon as unification begins. Otherwise the cost of unification would begin to increase rapidly through the injection of public funds. This is based on property rights theory and public choice theory. Therefore this study investigated the root cause of the failure of the rapid privatization process carried out by the US military. Furthermore this study proposes a macroscopic orientation for proper privatization policy following the suitability of a chosen destination after the process of unification is underway. It proposes the conformity of privatization target selection and proper implementation of privatization policies.
