Today, regional integration is becoming a new form of economic cooperation around the world. Facing this trend, there is an intense pressure for the three Northeast Asian countries - Japan, Korea, and China to form a regional integration. This paper argues that culture is a crucial factor for successful cooperation among countries in a regional integration. For this purpose this paper has conducted empirical studies, using the OUI model of cultural dimensions. First, statistical methods have been applied to see the relationship between national competitiveness and cultural variables in general for 68 countries. Then the new framework has been applied to the three Northeast Asian countries in order to evaluate competitiveness. From the results of the empirical studies, this paper suggests important implications for cooperation among the three countries.
