In the decade of 1950 s the communist government of China sent a large number of retired military men and prisoners to the undeveloped wild grass land in the Sam-Kang Plain in the North-East China. They have established 54 state farms there, and, up until 1993, farmers in a state farm were member of collective farms producing mainly wheat and soy-beans on low level fertile land. In 1993, each family unit was distributed around 7ha of crop land and became a family farmer. Then the rice planted area of the 54 state farm area increased from 100thousand ha to 700thousand ha in the period of 1993-1999. Also, yield of rice per hectare was increased from 3.2 tons to 5.0 tons in polished rice. The average farm price per ton are stable at $242 in U.S. dollars which could compete any Japonica rice at the international market.
