교원업무경감정책의 변화 추이 분석 및 시사점 탐색

Analysis of Changing progress of teachers’ workload reduction policy and Exploration into Its Implications

본 연구는 정부 단위의 교원업무경감정책의 추진 경과 및 현황을 살펴 이를 둘러싼 논쟁을 개관하고, 교원업무경감정책 시행의 선행연구 고찰을 통해 학교교육 행정정보화 방안, 교무행정보조인력 방안, 학교조직 체제개편 방안에 대한 문제점을 도출하였다. 또한, 경기도 관내 실천사례를 참고로 교원업무경감정책의 본질적인 대안을 모색하여 학교 교육력 신장을 위한 학교조직개편 방안을 제시하는데 목적을 두었다. 이를 위해 연구대상으로 선정한 교원업무경감에 관한 국내 연구보고서, 학술지논문, 학위논문, 단행본 등의 자료를 토대로 실태 및 개선방안, 추진과정에 따른 성과와 한계의 시사점을 탐색하였다. 따라서 교사의 경력단위로 교사 개인별 직무선호도와 수행능력에 따라 교수학습프로팀, 학교교육활동프로팀, 정보행정프로팀과 관리행정프로팀의 수평적 팀을 구성하는 학교단위 자율체제로 자발성, 책무성과 전문성이 발현되는 분업화형 협업의 학교조직 개편 방안을 제시하였다.

This study set out to examine the progress and the existing state of teachers’ workload reduction policy by the government unit, taking an overview of arguments surrounding them. though considering previous studies on the implementation of those policies to identify problems with the plans for the informationization of educational administration in school, auxiliary personnel for educational administration, and reorganization of school organization systems. Furthermore, It set a goal of proposing plans to reorganize the school organization for extending educational power of schools, the essence of such policies, by searching for essential alternatives to the policies based on the practical cases in Gyeonggi office of Education. For this purpose, This study explored the implications of their achievements and limitations according to their actual condition, improvement plans and propulsion process based on the domestic research papers, papers published in the journals, dissertations, and books on teachers’ workload reduction chosen as the research subject. Based on the findings, the study proposed a plan to reorganize the school organization based on the specialization-type collaboration with spontaneity, accountability, and professionalism inherent in it by adopting a school unit-based autonomy system to form teams for teaching and learning professional team, school education activity professional team, information and administration professional team, and management and administration professional team according to the job preference and performance ability of individual teachers by their careers.
