서울시 공동체주택 공급활성화를 위한 문제점 및 향후과제

Problems and Future Tasks for Promoting Community Housing Supply in Seoul

본 연구의 목적은 최근 서울시에서 공급한 공동체주택을 활성화하기 위한 방안을 제안하는데 있다. 이러한 목적달성을 위해, 문헌연구와 사례연구를 병행하였는데, 문헌연구에서는 인구사회구조변화 중 1인가구의 증가, 대학생, 청년 등의 주거문제, 가족 및 여성의 사회문제, 소득대비 주거비 부담 문제를 살펴보았고, 공동체주택의 필요성, 개념 및 유형, 선행연구를 검토하였다. 사례연구에서는 공동체주택과 관련하여 서울시 사례와 영국, 호주 사례를 비교하여 시사점을 도출하였다. 연구결과, 공동체주택의 추진상 문제점은 공동체주택의 정의의 한계, 사업추진상의 법 제도 미비, 공급주체의 한계성, 입주민 변경의 문제 등이다. 공동체주택 활성화 방안으로는 공동체주택의 법률 정의 및 개별법 제정 필요, 사업유형별 법 제도개선, 민간토지활용방안, 공동체형성 지원방안을 제안하였다. 끝으로 연구의 한계점과 향후 연구과제를 제시하였다.

The purpose of this study is to propose a plan to revitalize community housing provided by the Seoul Metropolitan Government. To accomplish this goal, literature and case studies were combined. In the literature study, we examined the increase in one person household of the population and social structure, housing problems such as college students and young adults, social problems of families and women, and the problem of housing cost burden relative to income. We also examined the necessity, concept and type of community housing, and previous research. The case study compares the case of Seoul with the cases of England and Australia with regard to community housing, and draws implications. As a result of the study, the problems of the community housing were suggested as the limit of the definition of community housing, the lack of law and system of business promotion, the limit of supply subject, and the problem of change of residents. As a means of revitalizing community housing, it was suggested that the definition of community housing and the establishment of individual laws, the improvement of laws and systems for each type of business, the utilization of private land, and the formation of community. Finally, the limitations of the study and future research projects are presented.
