抗日‘堤川義兵祭’의 反省과 展望

Reconsideration and Perspective of Anti Japan ‘Faithful Army of Jecheon Memorial Service’

堤川義兵祭が始まってから20年が経った。その間に行われた行事の内容を検討し、これからの展望を摸索して見ることが本稿の主な狙いである。堤川義兵祭は、初めは市民参加の行事がメインであったが、時の経過とともに市長を中心とした官(市役所)主導の性格が強まった。つまり、市民参加の行事というよりは、『朴達歌謡祭』や『思い出の歌謡舞台』のような舞台行事がメインの行事として位置づけられるようになったのである。これは、路上パフォーマンスを主導する人員が不足している上に、練習する時間や場所も足りないので、イベント会社に行事を任せて出演料を払い歌手を呼んで来る舞台行事に入れ替えたからである。ここには、市民が主体となって参加することができないという限界がある。これからはまず官(市役所)主導の行事を民間主導に替えなければならない。江陵の端午祭や南原の春香祭など韓国の代表的な祭りを見ると、市役所とは別途の推進委員会や組織委員会があって行事を取り仕切っている。提川は義兵のふるさととしてどの都市にもない自然環境と歴史性を取り揃えているのである。今からでも新しいフレームを組んで、堤川義兵祭を画期的に作り変えなければならない。

Twenty years have passed since the Faithful Army of Jecheon Memorial Service began. I searched for the prospects of the events and considered the contents of the events held until now. At first, the events were held mainly by citizens, but as time goes by, the citizens ‘participation was replaced with the mayor‐led participation style. And the events’ contents also became more like a music festival led by the city. It was because of lack of time to prepare for the event and difficulty of finding a suitable place for the event. Because of these circumstances, citizens are not able to take part in the events. It is necessary to change city‐led events to civilled events. Gangneung Danoje Festival, Namwon chunhyang festival, and other representative festivals in Korea have organizing committees separated from the city halls to organize their own events. Like these cities, Jecheon should build a new framework of the events to rebuild the Faithful Army of Jecheon Memorial Service dramatically.
