日本の奨学金制度に対する一考察

A Study on the Scholarship System in Japan

本稿は、日本の奨学金制度の状況を分析し、その問題点を把握するとともに改善策を見出だすことを目的としている。日本に於いて奨学金とは貰うものではなく、借りるものであり、奨学金の返済に苦しむ若者が急増している。日本の大学生の2.6人に1人が、国の奨学金貸与機関である日本学生支援機構から奨学金を貸与されているが、同機関の2種類の奨学金の内、第二種型では3％の利子まで返済しなければならず、この第二種型の返済を滞らせるものが増えている。原因としては、非正規雇用の拡大による、正規・非正規の収入格差や、大学を卒業しても就職ができない若者の増加などによると考えられる。このような事実から、本稿では日本学生支援機構と、それ以外の奨学金制度の状況を分析し、現在の奨学金制度の改善点を模索する。また、日本学生支援機構から貸与される奨学金の返済に支障が出た場合の弊害を考察し、政府の奨学金制度に対する態度の分析を試みる。

This paper aims to analyze the situation of the scholarship system in Japan, to grasp the problems and to find out improvement measures. In Japan, scholarships are not given but are equivalent to loans that must be paid back, and the number of young people suffering from the repayment of scholarships has rapidly increased. One out of three Japanese university students receives a scholarship from the Japan Student Services Organization, the national scholarship lending institution. However, in the two types of scholarship offered by the institution, one of them requires the recipients to pay for up to 3% interest. In addition, there is an increasing number of problems that delay the repayment of this type of scholarship. The cause of this delay is considered to be the expansion of income disparity between regular and irregular employments and an increase in unemployment rates of the young generation after the graduation from universities. Based on these facts, this paper analyzes the situation of the Japan Student Services Organization and other scholarship systems, and seeks to improve the current scholarship system. Also, we consider the harmful effects of repayment of scholarships received from the Japan Student Services Organization, and try to analyze the attitude towards the government’s scholarship system.
