higher education system is to attain standards approaching the world s most advanced (MOET 2008). Among its hallmarks are a new emphasis on problem solving and critical thinking; the graduation of 20,000 doctoral students in foreign universities - 2500 of them in the U.S by the year 2020 (MOET 2008); a large jump in the number of students and professionals with strong English language skills; and cooperation with U.S. institutions to build new universities and curricula in Vietnam, and to address the needs of Vietnamese students in American universities. Recent high-level education workshops and diplomatic exchanges between the countries have resulted in a consensus on several key issues, notably the need to raise the capacity of Vietnamese science and scholarship to the highest possible standard. Each of the steps needed for this renovation represents a challenge and an opportunity for U.S. universities. Anticipating these developments and needs on both sides, the University of Missouri-Columbia (MU) is building a collaborative bi-national and multidisciplinary platform to assist Vietnam s efforts in education reform.
