장애인복지관 사례관리자의 실천경험에 관한 질적 연구

Case Management Practice among the Rehabilitation Centers for the Disabled: A Qualitative Study

본 연구는 장애인복지관 사례관리자의 실천경험을 질적으로 분석함으로써 장애인복지관 사례관리체계 구축논의에 필요한 시사점을 제공하는 것을 목적으로 실시되었다. 10개 장애인복지관의 사례관리자 13명과 슈퍼바이저 6명이 연구에 참여하였으며 사례연구설계에 따라 일대일 심층인터뷰와 참여관찰, 기록물에 대한 분석이 이루어졌다. 자료 분석 결과, ‘장애인복지관에 서 이해되는 사례관리’, ‘장애인복지관 사례관리자로 일하기’, ‘장애인복지관 사례관리체계 만들기 과정과 딜레마’라는 범주가 도출되었다. 장애인복지관 사례관리실천에는 클라이언트 등 사례관리 구성요소의 특성 뿐 아니라 기존 장애인복지관 서비스 체계와 그와 연동된 장애인 복지관 평가가 영향을 주고 있었다. 본 연구결과를 토대로 사례관리자에 대한 체계적인 교육훈련, 사례관리에 관한 조직 내부에서부터의 합의와 협력구조 마련, 장애인복지관 서비스 체계변화에 대한 검토와 장애인복지관 기능전환에 관한 정책적 지원을 제안하였다.

This research is to understand deeply the case management in the rehabilitation centers for the disabled and to provide couple of conditions and effort for an effective case management system by analyzing experiences of case mangers. The total participants were 13 case managers and 6 supervisors recruited from the rehabilitation centers for the disabled. This study collected data using interviews, participation observation, document review by a case study design. The finding revealed three categories which were understanding about the meaning of case management in the rehabilitation center for the disabled , working as a case manager-experience , building a case management system-process and dilemma . The practical implications of study are　(a) systematic approach to training　for the　case managers， (b)　agreement　on　the concept of case management for the disabled　and　 cooperation schemes between case manager and service provider in the rehabilitation center，(c)　support for conversion in the functions of　the rehabilitation center for the disabled．
