본 논문은 한중 FTA에 대한 중국의 의도와 한국의 입장을 분석하고 있다. 한중 FTA에 대한 중국의 의도는 경제적 목적 외에 전략적 의도가 강하게 작용하고 있다. 즉 중국은 한국과의 FTA를 통해 자국의 산업고도화 추구와 그 동안 한중 교역에서 큰 폭으로 나타나고 있는 무역수지 적자문제를 완화하려는 목적 외에 동아시아 지역에서 자국의 영향력을 확대하고자 하는 국제정치적 의도가 내포되어 있다. 한편 중국은 한중FTA의 조속한 협상과 체결을 희망하고 있지만 포괄적 협상이 아닌 상품분야를 중심으로 한 낮은 수준의 FTA체결 입장을 취하고 있다. 이러한 한중간의 FTA는 한국의 입장에서는 수출 증대와 거대한 중국시장에서의 유리한 입지확보 그리고 이를 통한 경제성장 동력 확보 및 국민 후생수준의 향상 등 긍정적 효과를 기대할 수 있는 반면, 농업분야를 비롯한 우리나라의 취약산업 분야의 타격과 선진기술 유출 그리고 대중국 의존도 심화 등 부정적인 우려도 예상된다. 따라서 우리나라가 한중 FTA를 통하여 경제적 편익을 얻고 균형적인 효과를 거두기 위해서는 단순한 상품중심의 협정에서 더 나아가 투자, 지적재산권, 서비스 산업 등을 포함하는 포괄적인 분야의 FTA 추진이 바람직 할 것으로 보인다. 또한, 이 협정으로 직간접적인 피해가 예상되는 국내 산업에 대해서는 사전에 지원책을 마련하여 철저하게 대응해서 충격을 최소화하여야 할 것이다.

The paper deals with different strategic positions of Korea and China on the Korea-China FTA. China seems to pursue multi-purposes through the agreement. We can assume that China will make use of the occasion as a momentum to restructure its industries and to resolve its chronic trade deficits with Korea. Also it tries to strengthen its economic influence to Korea. China wants to close the agreement with Korea as soon as possible however, the country seems prefer commoditycentered low level FTA instead of tightly-coupled comprehensive agreement. Korea also can expect positive effects such as the increase of export to China, prior occupation of the huge Chinese market, and enhancement of national well-being standards through economic achievements. In other hand, we can see negative effects of the agreement such as shock to Korea’s agriculture and labor-intensive industries, outflow of its high-tech and know-how, deepening of its dependency level to China. To optimize its effects to Korea’s economy. Korea had better have a comprehensive agreement with China including service market, IPR, and foreign direct investment contrary to Chinese typical approach in FTA with its partner economies.
