Review on Climate Change Science and International Policy

프란치스코 교황께서 2015년 발표하신 「찬미받으소서」에서는 지구가 당면하고 있는 환경 문제의 긴급성과 중요성에 경종을 울리며 인간의 전면적 회심과 태도의 변화를 촉구하고 있다. 이와 같은 환경 문제 해결에 있어 다양한 지역 및 분야 간의 대화가 중요하지만, 실제로 이에 관한 융복합적 연구 및 지식 공유는 아직 많이 부족한 상황이다. 이에 있어 본 논문은 최근 전 지구적 차원의 심각한 문제로 대두되고 있는 기후변화 문제와 관련된 과학 및 정책 부문에서의 주요한 쟁점 사항 및 논의 동향을 고찰하여 그 한계 및 대안을 도출하고자 하였다. 요약하면, 현재의 기후변화 과학과 국제 정책은 과거에 비해 그 수준이 진일보하였으나 향후 온실가스 저감이나 기후변화 대응과 관련하여 기후 시스템의 복잡성과 미래 인간 활동에 대한 불확실성으로 인해 과학계의 정확한 예측에는 아직 한계가 있으며, 각 국가 및 지역의 기후변화 대응 및 저감은 시장경제의 틀에서 현재 필요한 수준의 결과를 이끌어내는 것은 매우 부족한 상황이다. 따라서 기후변화 문제의 근본적 해결을 위해서는 패러다임의 변화가 절대적으로 필요하며 여기에 종교계의 역할이 매우 중요하다. 이에있어 교황님께서 발표하신 「찬미받으소서」의 ‘통합 생태론’(integral ecology)은 향후 기후변화 해결에 있어 종교계가 추구해야 할 새로운 패러다임의 방향을 구체적으로 제시하고 있다.

The 2015 Encyclical Letter Laudato Si’ of the Holy Father Francis calls for urgent attention to environmental issues, while inviting human beings to profound repentance and a change of attitude towards nature. Dialogues across different regions and sectors are suggested as an effecttive tool to tackle these issues, but there is a serious lack of interdisciplinary research and knowledge-sharing in the field of environmental studies. Against this backdrop, this paper reviews major issues regarding science and international policies related to climate change and draws some implications for the Church. The paper demonstrates that, despite some advancements which science and international policies have achieved regarding climate change up to now, there still exist serious limitations due to the inherent nature of science and international policy as based on the market mechanism. The fundamental solution to the current problem of climate change requires a paradigm shift in which the Church can play an important role. The concept of “integral ecology” proposed in Laudato Si’ can be the cornerstone for the new paradigm shift.
