The role of public sectors in modern welfare states: back seat to centre stage?

이후 공공부문 중심의 복지에서 탈피하여 민간부문을 적극적으로 활용하자는 논의가 지속적으로 제기되어 왔다. 다소간의 차이가 있지만, 이러한 논의들은 대체로 민간부문의 복지를 선호하는 경향이 강했으며, 공공부문에 의한 복지는 비효율적이거나 그다지 효과적이지 않다는 시각을 공통적으로 수용해 왔다. 이러한 배경에서 본 연구는 이러한 일반적 견해를 재검토하고자 한다. 즉, 현대복지국가에서 공공부문의 역할이 전체 복지국가 성과에 어떠한 영향을 미쳤는지를 분석하고,. 특히 어떠한 공공부문의 성격이 있을 때 복지국가가 더 효과적으로 작동하는지 검토하는 것을 연구의 목적으로 한다. 이를 위해서 본 연구는 문헌검토를 통하여 복지혼합에 있어 공공부문 역할과 그 중요성을 논의하였고, 이후 퍼지셋이상형분석을 통해 서 1981년부터 2010년까지의 복지국가 성과를 분석하였다. 또한 퍼지셋질적비교분석 방법을 활용하여, 어떠한 결합적 요인이 좋은 혹은 좋지 않은 복지국가 성과를 도출했는지를 분석하였다. 이러한 일련의 연구과정을 통하여 본 연구는 복지국가의 성과에서 공공부문이 결정적인 역할을 수행해 왔음을 지적하였고, 단순히 양적인 차원이 아니라 공공부문의 질적인 중요성이 강조될 필요가 있음을 주장하였다.

Contemporary welfare states have long been ‘in transition’. Since the inception of the ‘welfare state crisis’ argument around the 1970s, various debates on welfare mix have been introduced under the name of ‘mixed-economy of welfare states’, ‘welfare pluralism’, and ‘new public management’. In spite of there being slight differences, recent reforming trends during the last 30 years have been in favour of the role of private sectors whereas the public sector has been regarded as inefficient and less effective. In this context, this paper aims to challenge the conventional view in regards to the role of the public sector in modern welfare states and questions whether the larger public sector has been harmful to the performance of welfare states. Further, it will also discuss under what conditions the public sector of welfare states has performed well. In order to achieve this, firstly this paper will review a range of academic literature on recent welfare reforms with special attention given to the role of the public sector. Then, it will analyse changes in the performance of 20 OECD welfare states from 1981 to 2010 using the fuzzy-set ideal type analysis. It will then analyse to what extent and when the public sector enabled the welfare states to perform well, using Fs/QCA(fuzzy-set/Qualitative Comparative Analysis). In consequence, this research aims to re-highlight the role of the public sector in modern welfare states and further to argue that the quality of public sectors within welfare states matters beyond simply the ‘size’.
