교회 협력에 기초한 장애인복지실천에 관한 사례연구

A Case Study of Welfare Practice for the Disabled Based on Cooperation with Church

본 연구는 남서울은혜교회가 어떤 동기에 의해 ‘선교단’과 ‘복지재단’을 지원하게 되었는지를 파악하고, 어느 정도의 수준과 범위에서 상호연계하고 협력해왔는지, 상호연계하여 실시하고 있는 장애인복지실천의 내용과 의미는 무엇인지를 고찰하고자 하는 목적으로 수행되었다. 이와 같은 연구의 목적을 달성하기 위해 남서울은혜교회와 선교단 그리고 복지재단이 어떠한 ‘공동이익’을 추구하며 상호연계협력을 해왔는지를 볼 수 있는 분석단위를 갖고 사례연구방법 중 ‘문헌자료 및 인터넷 자료’, ‘참여관찰’, ‘인터뷰 자료’ 분석을 실시하였다. 분석결과, ‘교회-선교단-복지재단’이 상호협력하게 된 배경 및 역사적 변천과정을 홍정길 목사와 ‘밀알’과의 만남, 밀알학교 건립 지원, 홍정길 목사의 목회철학으로서 사회통합적인 장애인 사역 실천 등으로 구분할 수 있었다. 그 다음, 교회와 연계협력한 선교단과 복지재단 사업의 현황과 발전과정을 파악할 수 있었다. 남서울은혜교회와 선교단, 복지재단 간의 상호연계 협력은 예수 그리스도의 사랑을 실천하려는 홍정길 목사의 순수한 신앙과 사명에 의해 시작되었고, 결국은 교회와 선교단, 복지재단 모두에게 ‘공동이익’이 되는 상호 ‘윈-윈’하는 긍정적인 장애인복지실천이 되었다. 이는 개교회 중심의 한국교회의 풍토 속에 매우 의미 있는 사례이며 향후 보다 많은 한국교회가 지역사회에 있는 선교단체 및 복지재단과 협력적인 연계사역을 사회복지적인 시각에서 개발하고 실천해야 함을 말해준다. 이상의 연구 결과를 토대로 ‘교회-선교단-복지재단’이 연계된 장애인복지실천 모델을 각각의 기관이 해야 할 역할을 중심으로 제언하였다.

This study strives to understand the motivation of how the Southern Seoul Grace Church supports its ‘missionary group’ and ‘welfare foundation’, and what level and range it mutually cooperates, and finds the purpose in the contents and meanings of the church’s welfare practices for the disabled. In order to achieve this purpose, the study has utilized the analysis units of the case study method to analyze ‘literature and Internet materials’, ‘participant observation’, and ‘interviews’ how the church and its missionary group and welfare foundation have been seeking ‘mutual benefits’ and cooperation. In the analysis results, the mutual affiliated cooperation between the ‘church-mission-welfare foundation’ has the background and historical transition can be classified as followed: the encounter of Pastor Jeong Gil Hong and ‘Milal’, the construction support for Milal School, Pastor Jeong Gil Hong’s ministry philosophy of social integration practice for the disabled. The next step is to understand the current condition and development process of the ministry of the church correlated with the missionary group and the welfare foundation. The mutual affiliated cooperation between the church, missionary group and welfare foundation have started based on Pastor Jeong Gil Hong’s genuine faith and calling to practice love of Jesus Christ, and all of the related affiliations (church, missionary group and welfare foundation) eventually gained ‘mutual benefit’ and ‘win-win’ situation in terms of the welfare practice for the disabled. This case result is significantly meaningful where the circumstances in Korea are much church-oriented approach, and this proves more of Korea churches need to practice and develop the ministry affiliation with missionary group and welfare foundation in the local community in the perspective of social welfare. Based on the result, the study suggests focusing on the roles of each affiliated organization based on the models of welfare practice for the disabled.
