A Comparative Study on the Child Care Allowances in Finland and Norway :

본 연구는 핀란드와 노르웨이의 양육수당을 제도적 맥락에서 비교 분석한 연구이다. 핀란드와 노르웨이의 양육수당 제도는 공적 보육시설을 이용하지 않는 아동에 대해 자격조건을 부여하였다는 점에서 공통점을 갖고 있지만 양육수당의 정책의 구성과 다른 정책과의 관련성 측면 모두에서 전혀 다른 정책적 성격과 모습을 보여주고 있었다. 비교 분석 결과 양육수당의 도입과 확대에 있어 다른 정책과의 관계가 중요한 변수임을 알 수 있었다. 핀란드와 노르웨이 양육수당은 공적 보육서비스와 부모휴가와 같은 다른 아동돌봄정책과 긴밀한 연관성을 갖고 있었는데, 특히 공적 보육서비스는 양육수당의 도입과 확대에 아주 중요한 영향력을 미쳤음을 알 수 있었다. 또한 핀란드의 양육수당이 철저하게 보육서비스 대체재인 반면 노르웨이의 양육수당은 보육서비스의 보완하는 성격을 갖고 있음을 알 수 있었다. 그리고 이러한 양육수당의 차이는 젠더 평등이라는 측면에서 서로 다른 결과를 보여주고 있었다. 결국 본 연구는 양육수당의 역할과 영향력은 다른 정책들과의 관계 속에서 구성되며, 다른 정책과의 관계 속에서 양육수당정책이 어떻게 구성되고 있는지에 따라 양육수당의 위치와 역할 그리고 여성의 노동시장 참여율이 달라진다는 것을 강조하고 있다.

This study is a comparative study on the child home care allowances of Finland and Norway in the institutional context. The child home care allowances systems of Finland and Norway have common ground in that the eligibility conditions are given to children who do not use public nursery facilities, but they show totally different policy characteristics and forms in all of the aspects of the policy composition and relationships with other policies. The results of the analysis showed that the relationships with other policies were important variables in the introduction and expansion of child home care allowances. The child home care allowances of Finland and Norway were closely related to other childcare policies such as public childcare service and parental leave, and particularly, it was seen that public childcare service had very important effects on the introduction and expansion of child home care allowances. Also, the child home care allowances in Finland were thoroughly substitute goods, whereas the child home care allowances of Norway were complementary goods to childcare services. Such differences in child rearing allowances showed different results from the aspect of gender equality. In conclusion, this study emphasizes that the role and influence of child home care allowances are composed in the relationships with other policies, and that the position and role of child home care allowances and the rate of women’s participation in the labor market differ depending on how child home care allowances polices are composed in the relationships with other policies.
