경비업의 국가직무능력표준 적용을 위한 방향

A Study on Direction for Applying National Competency Standards of Security Industry

본 연구는 국가직무능력표준(NCS)의 도입에 따라 경비분야 NCS에 대한 이론적 고찰을 하고 NCS 체계 적용을 위해 ｢경비업법｣을 검토하여 국가직무능력표준 적용을 위한 방안을 제시하고자 하였다. NCS는 산업현장에서 직무를 수행하기 위하여 요구하는 능력을 국가 차원에서 표준화한 분류체계이고, 경비영역의 NCS체계는 ‘보안과 경호’로 직무를 설정하여 직무수행에 필요한 36개의 능력단위와 101개의 능력단위요소로 구분하여 체계화하였으며, 이와 관련하여 경비분야자격은 ‘기계경비, 보안경비, 신변보호’ 종목을 개발하였다. ｢경비업법｣을 검토한 바에 의하면, 법령에서 명시하는 경비원 신임교육을 ‘교과목’ 중심의 형식적 교육 체계로 설정하여 직무수행에 필요한 교육과 평가가 이루어지기 곤란하고, 이론 과목형 검정을 통해 선발하는 경비지도사 자격을 취득하고 실무에서 관리직 기능을 수행하는데 한계가 있으며, ‘경력’ㆍ‘자격’을 중심으로 경비원 신임교육과 경비지도사 기본교육에 대한 면제는 바람직하지 못하다. 따라서 경비업의 국가직무능력표준 적용을 위해 본 논문에서 제시하는 방안은 다음과 같다. 첫째, 경비분야의 직무현장에서 요구하는 ‘경비업무별’ 능력단위를 중심으로 실무위주 교육을 할 수 있도록 경비원 교육과정에 NCS 체제를 도입하여야 하고, 둘째, 경비지도사 자격 취득자가 관리자로서 기능할 수 있도록 경비업 법령에서 요구하는 능력단위요소를 도출하여 NCS 기반 ‘과정평가형 자격’ 제도로 개선하여야 하며, 셋째, 고등교육기관에서 경비분야 NCS ‘학습 모듈’을 적용하여 직 무 중심의 교과과정을 이수한 자는 경비원 신임교육과 경비지도사 기본교육에서 요구하는 시간을 인정할 필요가 있다.

The purpose of this study is to examine the theoretical and practical aspects of the NCS in the security field and to suggest a rational application of the education and training system of the ｢SECURITY SERVICES INDUSTRY ACT｣. NCS is a national standard that standardizes the capabilities required to perform tasks in industrial settings. the NCS system of the security area was classified into 36 competency units and 101 competency unit elements required for job performance by setting the job as security and guard . The related qualification items were developed into three qualifications, which consist of machine security, security and personal protection . Examining the education and training system in the ｢SECURITY SERVICES INDUSTRY ACT｣, The security guard training is formally conducted. There is a limit to the qualification of a security instructor who is selected through a subject-type examination. It is problematic to exempt examinations and education from experience and qualification. The improvement direction suggested in this paper is as follows. The first, The NCS education system should be introduced in security guards curriculum. The second, The security Instructor certificate should be improved to an NCS-based course assessment qualification system. The third, The NCS modules of higher education institutions who have completed the curriculum must accept credit.
