As a result of analyzing the District Unit Plan by the Housing Act, which was established in 35 districts in Gwangju area, it is expected that the improvement of the scenery and aesthetic sense originally intended by the district unit plan, the securing of a good environment and sustainable development and management of the region where the project is located. But it is a means to develop small-scale apartment buildings in the city area in high-rise. This has no positive effect on the scenery and the beauty of the city as a whole, and is a stumbling block to slowing down the redevelopment and reconstruction of old downtown areas. Therefore, it has been causing side effects such as preventing the balanced development of the whole city. This study proposes five policy directions for effective use of the district unit plan. First, it is necessary to specify the subject of the plan so that inhabitants in the area will plan the plan by making use of the original purpose of establishing the district unit plan as a resident suggestion method in accordance with the purpose of the district unit planning operation. Second, in the designation of the area, it is necessary to avoid the outer part of the city area and raise the area standard. Third, it is necessary to analyze and evaluate the regional characteristics and environment within a certain range near the district in the form, layout, color etc. of the building in the content of the district unit plan, and compel it to be compared with the predicted change due to the implementation of the plan. Fourth, in the case of high-rise and high-density development in green areas and low-rise residential areas, it is necessary to introduce a separate regulation to set height control standards. Fifth, concrete measures for the social return of development profits should be established and included in the guideline.
