A Study on the Employment of Seafarers for the Sustainable Coastal Shipping of Korea

South Korea s coastal shipping needs to secure the transportation sovereignty through the establishment of the Cabotage, but it has been revealed that it is necessary to normalize coastal shipping service through the market function. In this respect, the necessity and importance of coastal shipping is beginning to be more recognized. However, existing measures to supply seafarers engaging in coastal shipping is still at difficult situation. For this reason, South Korean government should consider effective policy measures tackle this problem. Short-term measures would make this situation worse. For example, it is not desirable to abandon coastal shipping, which is a crucial transportation system for our nation as well as a tourism means for the civilian and tourists. In addition, it is not recommendable way to employ foreign crews to address supply shortage of human elements because this is contrary to the global trend which protects coastal shipping by establishing the Cabotage. In United States and Japan, there are binding legal requirements and crew incentives for domestic vessels employees engaging in national flag ships in an attempt to improve domestic ship’s safety and security along with nation s sovereignty. In accordance with this trend, we support the idea that South Korean government needs to provide policy measure to solve this coastal shipping problem.
